Parent letter for all AIS families 2009-2010 

Admission policies, registration forms & fees

Admission, enrollment, and annual re-enrollment to AIS is not automatic.  The underlying philosophy of the admissions policy is to ensure a quality English language education with an American curriculum.  Through a selective admissions procedure, AIS will provide sufficient facilities and educational materials, an appropriate student/teacher ratio, and a balanced mixture of nationalities.  This will require the maintenance of an American philosophy, as well as the educational, cultural, and social benefits of a balanced mixture of nationalities.

 In keeping with the By-Laws of the WBAIS, which encourages enrollment of children of American citizens, Israeli nationals, and third country nationals living in Israel, the following admission policy has been established:

a.         An English-speaking student who provides records that document approximate grade level academic achievement and emotional adjustment is admitted to AIS (providing there is room at the particular grade level) after admissions screening.

b.         A student who is limited by academic, emotional, or physical difficulties or who is not proficient in the English language, will be screened by appropriate school personnel (counselors, special educators, ELL teachers) and admitted to AIS provided the student can significantly benefit from our program and the student’s needs can be accommodated within the context and resources of AIS. The profile of a student who falls into this category is:

1.       Intellectual capacity should be within normal range as measured by instruments acceptable to AIS.

2.       Overall academic achievement (as measured by instruments acceptable to AIS) must be within two years of grade placement.

3.       Some strength must be exhibited in learning-style assessments, as in a typical learning disabilities profile of strengths and weaknesses.

4.       Social and emotional development, as diagnosed, should be such that the student is able to function productively in a classroom environment.  The child must exhibit behavior that demonstrates sufficient attention span, concentration, and positive social interaction, so that he/she may benefit from instruction.

In the case of a non-native English speaker: Due to the difficulty of obtaining some of the information needed (i.e. testing), previous grades and reports may take on added importance when assessing a student’s profile.  Whenever possible, the student will be required to have psycho-educational testing done externally to allow testing to be done in the student’s native language.

c.          A beginning ELL student over 16 years of age, will be admitted to the high school after screening only if the administration is convinced that student has extraordinary learning potential and will quickly develop English proficiency enabling him/her to potentially graduate with his/her class.

By charter, WBAIS gives preferential enrollment to dependents of U.S. citizen employees of the U.S. Government or contract employees for whom the U.S. Government directly pays tuition.  Such children who otherwise meet admission standards will be admitted.

In keeping with the By-Laws of the WBAIS, which encourages enrollment of children of American citizens, Israeli nationals, and third country nationals living in Israel, the following enrollment priorities have been established:

1.       All current AIS students (re-enrolling) who fit the academic and social profile of the AIS student body;

2.       Official U.S. dependents whose parents or guardians are employed by the U.S. Government (USG) and/or under contract from the USG must be granted admission;

3.       Other U.S. citizen dependents;

4.       Immediate family members of students in attendance;

5.       Children of recruited-hire faculty and staff;

6.       Children of local-hire faculty and staff;

7.       Students transferring from other international schools or schools with an English-speaking, U.S./international curriculum;

8.       Students transferring from other countries who have no other schooling alternative;

9.       Other international students who need and have the capacity and desire for this form of education.

In order to ensure that the facilities and environment allow for a quality education, and taking the above into account, the maximum student enrollment shall be established with the passage of the preceding year’s preliminary budget.

Kindergarten and Grade 1

Placement in kindergarten through grade five shall be determined by the administration based on the student’s age, evaluation of records from previous schools, and tests administered by AIS.  Exceptions to the following admissions guidelines may be made in cases of retention or advancement, or if previous school records and testing by AIS indicate such an exception necessary.

Students enrolling in the kindergarten program shall be five (5) years of age on or before September 1 of the year of admission.

Students enrolling in grade 1 shall be six (6) years of age on or before September 1 of the year of admissions or shall have completed a year of an “American styled” developmental kindergarten.

Where previous school records indicate that a student has already attended kindergarten, yet the student does not meet the AIS age requirements, individualized testing shall determine grade placement.  For clearly compelling reasons, exceptions may be made to this policy.

Exceptional Children

A student who displays exceptional academic, social, physical, and emotional behavior (substantiated by the AIS observation and testing program), and whose birthday falls between (and inclusive of) September 1 and December 31 of the year of anticipated admission, may enroll in kindergarten or grade 1 respectively if the student services team and the administration agrees that this is in the best interest of both the child and AIS, provided the child’s parents or guardians request this special placement.

Students applying for admission shall be considered on an individual basis.  Admissions will be finalized after evaluation of the complete application file and comprehensive admissions testing by the counselor and administration.  All student admissions are conditional.

The authority for decisions regarding placement of newly enrolled students rests with the principal based upon a recommendation by the Student Services Team.  The final decision rests with the superintendent.

Prior to admission, each student will complete a placement-screening test.  English speaking students will complete math, reading comprehension, and writing skills screening.  The purpose of these tests is twofold:

·          To identify any possible learning disabilities or areas in need of remediation and,

·          To aid in the grade placement of a student.

Guardianship

In order to be enrolled at AIS, a student must be living with either a parent or a legal guardian. Students not living with parents must complete the appropriate form concerning the school’s guardianship policy. Advance notice must be given to the school of any change involving arrangements where parents are not present. Failure to abide by these requirements could lead to student dismissal

Health and Immunization Records

All AIS students must submit the Student Health Information Form; (the Physical Examination & Immunization Forms for new students); and a copy of the student’s immunization record (translated into English if applicable) and medical certificates required of dependents in compliance with U.S. Department of State regulations and AIS regulations. An annual updating of immunization records for all students is also required.

All AIS students must submit a certificate of immunization form completed by a Physician verifying the fulfillment of all immunizations in compliance with US standard regulations. AIS requires that by age 6 years old, each child will have received:

1.       Series of (5) five diphtheria, tetanus, pertussis vaccines

2.       Series of (4) four polio vaccines

3.       Two (2) measles & mumps, rubella (MMR)

4.       BCG vaccine or annual negative Tuberculosis test

Verification of the above is required by completing the enclosed Immunization Form by a licensed physician or presenting an International Immunization Card. Exemptions

1.       A student shall be exempted from the immunization requirements if a statement signed by a licensed physician is submitted stating that immunization is contra-indicated or may be injurious to the student or members of their household.

2.       Submission of a statement signed by the parent or guardian that immunization is against their beliefs based on religion or conscience.

In the event of an outbreak of disease against which immunization is required, no exemptions will be recognized and all students who are not immunized will be excluded from school for a time specified by health authorities.

Financial Assistance

AIS offers financial assistance to a limited number of grade 6-12 deserving students with proven financial need who meet social and academic requirements and contribute positively to life at AIS. Depending on funds available, consideration may be given to exceptional cases of students in grade 1-5 who are in Israel temporarily. Application forms are available in the school offices and may be submitted to the superintendent for review.

Procedure

1.       Applicants must complete the Family Registration Form and the Student Application Form for 2009-2010.

2.       Applicants must submit at least two years of their previous school records (translated into English if applicable).

3.       Applicants must meet with the appropriate counselor for an initial interview and testing.

4.       Students in grades 6-8 and their parents must read and sign an agreement to abide by the school's Substance Abuse Policy.

5.        Students in grades 9-12 and their parents must read and sign the following school policies and agreements: AIS Technology Appropriate Use; Substance Abuse; No Smoking; and Academic Honesty.

6.        Each student must submit a deposit of 10,000 NIS (to be deducted from the tuition & fees invoice). All amounts are payable by shekels or dollar check equivalent divided by the representative exchange rate on the day of receipt. 

7.       Prior to admission, each student will complete a placement-screening test.  English speaking students will complete math, reading comprehension, and writing skills screening. 

8.       Before the student is allowed to commence classes, the following documents must be submitted: the Student Health Information Form; the Physical Examination & Immunization Forms for new students; and a copy of the student’s immunization record (translated into English if applicable).

Waiting List

If a student is applying for admission to the school and there is no available space in the grade in which he/she will be placed, parents may make a deposit and sign a Waiting List Form that will hold his/her place on the waiting list.  If and when an opening occurs, admission will be granted according to enrollment priorities of the school and the needs of the student, assuming the child is in the country and ready to begin school.  Admission is dependent on meeting the criteria listed in this document.  If a child fails to gain admission to AIS, the deposit will be returned to the family.  If the child is granted admission, the deposit is deducted from the annual tuition fees.
